What is Service Area #5?
Service Area #5 (SA5) is a funding mechanism set up by Summit County to help us fund infrastructure and capital improvements such as roads, sewer, and electricity. The County collects money from each lot owner as a line item on your property tax bill based on your property value. The collected money is then given to the SA5 Board –an elected Board separate from the Rockport Ranches Property Owners Association Board- who ensure that the money is spent only for approved expenses. One of the major benefits of this mechanism is that, because the money is collected via your property tax bill, all lot owners must pay this assessment or be subjected to legal action by the County (liens, foreclosure, etc). This ensures that those people that do not pay their annual POA dues pay at least something towards the upkeep of the subdivision.
The SA5 membership encompasses the 82 lots of the Rockport Ranches subdivision and the 327 of the Lake Rockport Estates (LRE) subdivision for a total of 410 lots. Each lot pays into the fund as described above and the fund is then split between the two subdivisions with Rockport Ranches receiving approximately 23% of the collected money and LRE receiving 77% based on assessed values from Summit County.

How Much do I Pay Into Service Area #5?

In the past, the assessment rate for SA5 was approximately $0.50 per $1,000 of property value, so that a property valued at $100,000 pays $50 into the fund. In 2008, the SA5 board, after assessing the needs of LRE and Rockport Ranches subdivisions, petitioned for a higher tax rate. In 2023 a property valued at $100,000 will pay $84 to SA5.
